Special Representative of the Secretary-General and Head of the Mission
Sandra Honoré (Trinidad and Tobago))
Ms. Sandra Honoré, who took up her functions on 15 July 2013, succeeds Mr. Mariano Fernández Amunátegui of Chile, who completed his assignment on 31 January 2013.
Ms. Honoré brings with her extensive experience working in multilateral settings, including as Chief of Staff, Office of the Assistant Secretary-General of the Organization of American States (OAS) from 2000 to 2005. She had an assignment as Special Assistant to the Chief of the OAS Electoral Observation Mission to Haiti from 1995 to 1996.
A career diplomat since 1979, Ms. Honoré has served her government in many capacities. She was her country’s Ambassador to Costa Rica until August 2012 and she has also held a number of positions in the Foreign Service, including Chief of Protocol in the Foreign Ministry in 2007 and Director of the CARICOM and Caribbean Affairs Division in 2005. Her prior diplomatic experience includes assignments in the United States from 1997 to 2000 and in Brazil from 1983 to 1988. She has also served in the Office of the Prime Minister.
Ms. Honoré is a graduate in Modern Languages from Besançon and Bordeaux Universities (France) and holds diplomas in International Relations from the University of the West Indies (Trinidad and Tobago) and a Post-graduate Diploma in Conference Interpretation from the Polytechnic of Central London.
Born in Tunapuna, Trinidad and Tobago in 1953, she is married and has one child.
Deputy Special Representative of the Secretary-General
Carl Alexandre (USA)

Mr. Alexandre is a career member of the Senior Executive Service of the United States Government since 2001, and brings to his new position as DSRSG extensive managerial and leadership experience in the fields of international development and the rule of law. He was the Director of the Office of Overseas Prosecutorial Development, Assistance and Training in the United States Department of Justice, where he oversaw the development and implementation of security sector and rule-of-law initiatives worldwide. He also served his Government as Senior Resident Legal Adviser in Haiti from November 1994 to June 1997.
He holds a Bachelor of Arts in government and public administration from John Jay College of Criminal Justice, City University of New York, and a Juris Doctor from Oklahoma City University School of Law.
Mr. Alexandre is married and has two children.
Force Commander
Lieutenant General Edson Leal Pujol (Brazil))
Lieutenant General Pujol succeeds Major General Fernando Rodriguez Goulart,also of Brazil, who completed his assignment on 27 March 2013.
Bringing extensive experience to his new position, Lieutenant General Pujol joined the Brazilian Army in 1971. Graduating as a cavalry officer in 1977, he had a distinguished military career, holding a number of senior command and staff positions. As a major general, he commanded the 1st Armoured Cavalry Brigade from 2007 to 2009. In 2009, he was assigned command of the Brazilian Military Academy Agulhas Negras. Promoted to his present rank in 2011, he was appointed Chief of the Army Intelligence Centre, his most recent position.
Lieutenant General Pujol graduated from the Brazilian Army Command and General Staff College and the Brazilian Army War College.
Born in 1955, he is married and has two children.
Police Commissioner
Mr. Luis Miguel Carrilho (Portugal)
Mr. Luis Miguel Carrilho was appointed Police Commissioner of the United Nations Mission Stabilization in Haiti on 9 January 2013.
Police Commissioner Carrilho first joined the United Nations in 1996, working primarily on training of the civilian police with the United Nations Mission in Bosnia and Herzegovina (UNMIBH) until 1998. 2000-2001 he returned to UN peacekeeping with the United Nations Transitional Administration in East Timor (UNTAET).
At that time, Mr. Carrilho served as the Director of the Timor-Leste Police Training College and as Spokesman for the United Nations Police Commissioner for UNTAET.
He finally worked as Police Commissioner of the United Nations Integrated Mission in Timor-Leste (UNMIT) from February 2009 to the end of the Mission on December 2012.
Mr. Carrilho previously worked at the office of the President of the Republic of Portugal as the Head of Security, where he was responsible for overseeing the safety and security of the President and his Office.
He also served as the Commander of Close Protection of the Public Security Police, commanding the provision of security protection for national principals and foreign dignities visiting Portugal. In the late 1990s, he worked as the Chief of Cabinet of the Director of the Police College in Portugal.
Director of Mission Support
Guy Siri (France)
Mr. Guy Siri assumed his responsibilities of Director of Mission Support in MINUSTAH on 22 August 2011.
Mr. Siri has been working for the United Nations for the past 23 years. Before coming to MINUSTAH, he was the Chief of Staff for the United Nations Assistance Mission for Iraq (UNAMI). Prior to that assignment, he served as the Director of Mission Support for the United Nations Mission in the Central African Republic and Chad (MINURCAT). In the past, he was also the Humanitarian Coordinator a.i for UNAMI and the Director of Operations for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).
Mr. Siri has also served in several capacities at managerial level within the UN system, the private sector and with international non-governmental organizations.
Mr. Siri holds a Master’s Degree in Engineering. He is married and has four sons.
