La bourgade de La Plaine, située dans la 4eme section communale de Mahotiere (commune de Port-de-Paix) a abrité une opération de distribution d’aide alimentaire, le 03 avril 2014. Du riz, de l’huile, du haricot et du sel, pour permettre aux quelque 2 000 habitants de tenir le coup, face à la rude sécheresse qui frappe le Bas Nord-ouest depuis plusieurs mois.
« La situation est critique pour les communautés de la Plaine. Il ne pleut pas depuis plusieurs mois. Les bêtes meurent. Nous ne savons plus où donner de la tête. La famine risque de nous tuer tous », témoigne le pasteur Dolcine Ednel, responsable de la petite église de la localité. Ce même bâtiment sert également de salle de classe à l’Ecole nationale de La Plaine.

Selon les résultats de l’Enquête nationale de sécurité alimentaire nutritionnelle (ENSAN, 2013), sur une population de plus de 660 000 habitants, 43% des ménages du département souffrent d’insécurité alimentaire contre une moyenne nationale de 30%.
Ce jeudi 3 avril est le dernier jour de distribution de vivres réalisé dans la région. Paré de leurs plus beaux atours, jeunes et vieillards, femmes et hommes de La Plaine se rassemblent, avec calme, dans la vaste cour poussiéreuse de l’église chrétienne de La Plaine. Epuisés, mais réconfortés par cette opération de distribution de vivres alimentaires.
Ici à La Plaine, tous les regards sont fixés sur les immenses bâches du Programme alimentaire mondial (PAM), étalées à même le sol. L’odeur du riz et des haricots fraichement sortis des sacs embaume l’atmosphère que fend, de temps en temps, un vent sec. Il est à peine 10 heures du matin, mais les rayons du soleil, eux, sont déjà brûlants. Au total, chaque famille reçoit un sac et demi de riz, un sac de haricot, du sel et de l’huile.
« C’est un gros soulagement pour moi. Je ne savais plus où donner de la tête avec mes enfants. Sans nourriture, cela devait insupportable », confie Silanie Setou, qu’accompagnent trois de ses huit enfants, en tenue d’école. Malgré les difficultés, ils ont bonne mine. « Sans nourriture, l’école n’est pas possible », tente de justifier le plus âgé d’entre eux. Ils ont, en effet, tous abandonné les salles de classe ce jour-là.
Préoccupations
Le Gouvernement haïtien ainsi que ses partenaires sont particulièrement préoccupés par la situation qui se développe dans le Nord-ouest. Les évaluations menées en février 2014 par la Coordination nationale pour la sécurité alimentaire (CNSA) ont fait état d’une détérioration accrue de la sécurité alimentaire dans la région, particulièrement dans les communes de Baie de Henne, Bombardopolis, Jean Rabel et de Môle St Nicolas. Les effets combinés de la mauvaise performance des saisons agricoles d’hiver et de printemps, la sécheresse prolongée depuis novembre 2013 et la période de soudure précoce et prolongée ont gravement affecté la sécurité alimentaire de la population.

« Nous travaillons avec les autorités haïtiennes pour mettre en œuvre des actions à court et moyen terme avec pour objectif d’augmenter la résilience des populations les plus vulnérables, afin de leur donner la capacité de mieux faire face aux crises potentielles dans le futur », souligne le Représentant spécial adjoint du Secrétaire général des Nations Unies en Haïti et Coordonnateur humanitaire résident, Peter de Clercq.
Toutefois, la réponse à cette situation d’urgence et à l’insécurité alimentaire globale du pays reste très limitée, en raison notamment d’un manque des ressources. « Nous apprécions le soutien des acteurs humanitaires qui nous ont aidé à apporter une première réponse immédiate aux besoins de la population dans cette zone. Nous appelons à une plus grande contribution des partenaires d’Haïti afin d’apporter une réponse durable à la situation dans le Nord-ouest dans le cadre global de la lutte contre l’insécurité alimentaire qui touche encore 600 000 personnes dans le pays », indique pour sa part, Hébert Docteur, Conseiller spécial du Premier Ministre pour la sécurité alimentaire.
Il faut rappeler que ces distributions dans le Bas Nord-ouest, qui se sont tenues du 15 mars au 3 avril, ont bénéficié à 164 000 personnes vulnérables incluant des femmes et des enfants. Chaque bénéficiaire a reçu une ration familiale de 45 jours comprenant des céréales, de l’huile fortifiée et du sel iodé.
